Full-Time IT Team Leader and IT Technical Advisor, Software Solutions

Job Description

Will be instrumental in providing specialized technical advice, support and guidance to improve data management and/or administration practices to build data analytics solutions for greater use, re-use, actionable insights, interoperability and efficiencies at the departmental level. The technical advisor will need to understand and be familiar with the Government of Canada business capability model, data capabilities and methodologies to ensure that the department has the appropriate data solutions and technologies in place to enable informed decisions and optimized services for users. The technical advisor will work closely with data stakeholders as well as be integrated into project teams to build on the current data ecosystem while adhering to the departmental data strategy and the data strategy roadmap for the Federal Public Service.

Will have a crucial role in the supervision of a cross-functional work team and/or project team leadership to design and deliver data products and services at scale, while promoting a user-centered, open, and iterative culture. The team leader will collaborate with peers within the management team, data stakeholders and clients to build deep relationships and a strong foundation of trust, based on a shared understanding of their needs and realities. The team leader will contribute to the creation of data best practices and standards across the business unit in support of the departmental data strategy and the data strategy roadmap for the Federal Public Service.

Intent of the process

The immediate intent of this selection process is to staff IT-03 English Essential or Bilingual Imperative BBB/BBB or CBC/CBC positions in the National Capital Region. However, various locations may also be considered in anticipation of future needs.

A pool of partially* or fully qualified candidates may be established and may be used to staff similar or identical positions with different tenures, various linguistic profiles and/or security clearance within the Federal Public Service.

*Partially qualified simply means that the candidates will be deemed qualified except for the linguistic and security profiles which will be evaluated at a later date should the candidate be considered for an appointment.

EDUCATION

Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

ššØš­šž:

1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

3. At the managerā€™s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
